EAR licences determination

Hello GTS expert,

At the outset Wish you a Very Happy New year to all of you..

Issue : After updating a part record with an EAR classification, the system is not applying the EAR license to the document and releasing. Re-processing the document does not work. User have to manually apply the appropriate license to each blocked line items in the document in order to release the document (Transaction: /SAPSLL/BL_DOCS_EXP). Attached screen shot for your reference. Please advise reason for not determining EAR license.

Hi Ramesh,

i have seen your questions and understood that you do not have any idea on the Legal Control Functionality in SAP GTS.

so, first you need understand the Legal Control Functionality and then you can fix this issue on your own. for your understanding of the Legal Control Process i am giving you brief update on the Legal Control Process .

if the Product in customs document is relevant for Legal Control, then the Product should be classified with ECCN(Export Control Classification Number),Control Grouping and then License Determination Strategy to be maintained and then License to be created.

so, whenever the Customs Document is screened for Legal Control, the above mentioned checks will happend and License get assigned automatically.

Hello Ramesh,

Having a blank ECCN is not normal for US Export Control. The product must have an ECCN assigned for legal regulation EAR. The licensing determination uses that legal regulation and ECCN to determine applicable license, even a NLR license.

Ramesh, in the screen shot "2-pdtclassification.jpg", I see that the product is not classified. I believe, thats the missing link here. Let me know if this helps. Thanks!

Ramesh, my understanding

• Classification number mentioned in license is EAR99
• Product classification is blank in the document (as visible from the legal control log which you shared earlier)
• Thats the reason the license "EAR99 NLR" is not allocated to the document

The product should be classified as EAR99 under legal regulation EAR. In case the product is already classified, please share the screen shot of product classification screen.
