Hi All,
My current client is transitioning to SAP S4 HANA Public Cloud Edition. In current ECC system they are using different rates for reducing balance method which is maintained in multi-level method. Some examples are 33.33 , 13.33 , 26.7 percentages -these are not available in standard multi-level method and SAP doesn't allow to create even new ones. They only allow to create new Dep keys using Expert configuration - this we know.
Request clarification before answering.
In the SAP S/4HANA Cloud Public Edition, the depreciation logic and percentage rates are controlled through configuration via Expert Configuration since you cannot directly create or modify multi-level methods in the standard app.
If your client needs specific reducing balance rates like 33.33%, 13.33%, or 26.7%, you can request this setup through Expert Configuration by creating a new depreciation key that uses the Declining Balance Method with those custom percentages.
The standard content only provides a limited set of rate combinations for reducing balance, so when you need anything outside those values, SAP expects you to go through SAP Cloud Experts or the CBC (Configuration Environment) to have those rates modeled.
In short:
You cannot add new multi-level methods directly.
You can get your required percentages by creating new depreciation keys via Expert Configuration.
If needed, raise an SAP configuration request to have those methods added through CBC with support from SAP.

Below table explains the issue with potential approach to solution.
| Requirement / Issue | ECC Behavior | S/4HANA Public Cloud Limitation | Public Cloud Compliant Solution | How to Configure (Expert Configuration) |
| Use of custom reducing-balance percentages (e.g., 33.33%, 26.7%, 13.33%) | Maintained in Multi-Level Method | Cannot create new multi-level methods | Create new depreciation keys and maintain percentages directly | In “Define Depreciation Key”, enter DB rate (e.g., 33.33%) in Rate field |
| Multiple rates over different life periods | Multi-level method supports multi-layer % | Cloud does not allow new multi-level layers | Use Phase Control inside depreciation key | Create Phase 1, Phase 2, Phase 3 with different DB rates |
| Switching rate after specific years | Multi-level method supports this automatically | Cloud restricts layer creation | Configure Year-based Phase Changes | Set “From Useful Life Year” and “To Year” per phase |
| Declining balance applied on APC | Base value defined in multi-level method | No new base value method allowed | Use Standard Base Value = APC (method 01) | In depreciation key → Base Value: standard setting |
| Different % in each phase (ex: Yr 1–3 = 33.33%, Yr 4–8 = 26.7%, Yr 9+ = 13.33%) | Multi-level method defines each level | Cloud multi-level method locked | Replicate using Phase Control + DB rates | Define three phases with specific % for each phase |
| Need to maintain client-specific custom % | ECC allowed any % | Cloud restricts creation only in multi-level method | You can freely maintain % inside depreciation key | Enter any % (e.g., 26.7%) directly in the key |
| Requirement to replicate exact ECC values | ECC multi-level methods designed for custom rules | Not possible to duplicate multi-level method | Cloud-aligned method using phases produces same values | Test using “Depreciation Simulation” app |

Appreciate your feedback.
