Amit, for GTS 11.

In configuration : SAP Global Trade Services -> Control Data Settings for Document Transfer -> SD0B -> Document Types -> "your selected delivery document type"

select : "Prevent Goods Issue for blocked Outbound Deliveries" checkbox

This will block the goods issue for blocked deliveries. Hope that helps.

In (ERP) transaction VOFM, write a routine under Requirements -> Subsequent functions -> Goods issue. In this routine, check the status of document in GTS using function module /SAPSLL/CD_STATUS_GET
