Create RAI's based on Billable Items

Hi Experts,

We are loading Billable Items(BIT's) into CI/FICA using file upload. Once BIT's are created in CI/FICA, We post Billing and Invoice documents for the BIT's.

How can we send this BIT's to RAR for creating RAI's? Is it possible to send BIT's directly to RAR with out provider contract created in CI/FICA?

Kindly advice please.
