Checking Export document for HTS and Schedule B numbers same as GTS does for missing ECCN numbers

All,

I have a requirement to check HTS and Schedule B numbers for export documents ( Sales orders, Purchase orders, Inbound deliveries, Outbound deliveries) and block the document if any of these numbers (HTS and Schedule B) is missing for our recent Go-Live US site. I have to enhance legal control functionality of Compliance module.
