Can we implement BONDED warehouse and IPR together in SAP GTS V11 SP17?
If yes, how can we implement Regime 71 -(Bonded Warehouse), Regime 51 (IPR) and Regime 40 for Imports? Also, can we implement Regime 10 (with IPR) and Regime 11 (with no IPR) for Exports for an European Union customer?
I would appreciate an early reply.

FCG is shorthand for "Free-circulation goods" (Regime 40 in your terminology).
Ok, Regime 10 is for permanent export - understood. But that cannot be used for IPR in the European Union. Re-exported goods with IPR should specify Customs Procedure Code '3151' ('31' = Re-export, '51' = IPR).
But ok, your question is a good one. GTS supports the '3151' scenario by considering the "Closing Portions" and determining the Source Procedure as "IPR" and the Target Procedure as "Export", and you can use those two fields to propose the Customs Procedure Code '3151'. But I think the system will have some difficulty in determining the Customs Procedure Code '1100'. If the IPR Authorisation is set to allow Prior Export ("equivalency" in GTS-speak), the system effectively allows the IPR stock quantity to go negative, but doesn't have a corresponding Source Procedure, so you might need some BAdI code to determine the situation.

Regime 10 is with no IPR (Permanent export-Example: Normal export of Union goods to a third country, but also export of Union goods to parts of the customs territory of the Union to which the provisions of Council Directive 2006/112/EC do not apply).

Yes, there should be no problem in implementing IPR, CWH and FCG together. If you'd like further help, then please mention the country in which you intend to implement.
As for your Export question, I'm not sure I understand the "Regime 10" reference. Perhaps you could be a little more specific about the Customs Procedure Code (field CUPRO in GTS).

No. 1 company code is used for both bonded warehouse and IPR for the same country.

If I understand correctly , you are going to use one company code for Bonded warehouse , other company code for IPR. In that case , you can use both functionality.(for same country)
