Can't copy an environment in Production

I would like to create a copy of our environment in Production but I got the following error message:

So I ran the transaction SE06 in Production and I changed the following parameters but I kept having the same error message

I changed these fields according the sap note 2084087
/1CPMB/
/B28/
/CPMB/
/POA/

This time the job lasted longer but I had a different error this time.

Do you have an idea about this error message?

Finally today I was able to create a copy of the environment in Production

so shall I put also BI_CONT to be modifiable?
