Can entitlements be shared amongst a customer hierarchy (of-setting)

Can entitlements be shared amongst multiple business partners.

Or can EMS allow creation of entitlements that are shared by eg departments/ subsidiaries/ locations.

The requirement is to be able to off-set entitlements.

EG..a customer has 3 departments. Each department has 10 entitlements. When Department A has consumed its allocated 10 entitlements, its use of the 11th can be from Department B or C's quota of entitlements

You could configure departments as "Folders" under customer.

Then the consumption logic should be first consuming entitlements under same folder. If all entitlements under same folder are consumed, then consume entitlement under same customer but different folders. But this kind of logic should be built in middleware.
