BPF afo action pane doesn't work

Hi all,

We have a BPF directing users to Afo. When the user tries to use BPF pane in afo to go back to process monitor(see step 1), bpc web etc it opens IE but it throws error "service can not be reached". (step 2) . see screenshots below

note that we are able to access BPFs, it goes to afo successfully but only this pane doesn't work.

We also checked the services given in the note 2274155 from SICF tcode and all are active

what might be the root cause?
