According to OSS Note 2047143 "When the option is checked, all transaction data will output as fixed value 1."
Probably if you want to hide production data.

That option allows you to backup a set of data using dummy values instead of its original values, because original values might be salary data or company's financial data, by using this option you can backup and restore without worry about the sensitivity of the data.
