Batch Job for Import Declaration prior to GR failing

We are trying to run the Import Declaration prior to GR in batch but it fails with the error message "Cannot determine PPF action profile for document type". Any help on this would be gratefully received. We have entered an Activity Sequence.

Yes it works fine if you create it in the foreground.
