Automatic release of SPL blocked order for one time Customer

Hi SAP Guru,

I have a client requirement which says that we need GTS system to automatically release SPL blocked order for one Time customer. They do not want to use Positive list for the same.

Can anyone help me for this requirement that how can we put logic and where?
