Are the sanction lists published by governments and institutions available as part of this service or do they need to be contracted by the customer and loaded for screening?

The SPL data is not provided by SAP. The data must be bought from data providers. The data providers organize the data in lists. Depending on the business needs, certain lists make more sense than others to screen the business partners against.
