Requisition Delivery date is 25.04.2020 and total value is 5,580,351.00 for a commitment item X. This commitment item X has available budget 2019: 56,324 in fiscal 2019 whereas available budget 2020: 64,849,742 in fiscal 2020.

The PO is being created on current date - 24.03.2020.

Requisition has been configured with delivery date as the criteria for allocation/budget check in our case.

Is there some relation in budget release from PR line to PO line with fiscal years?

According to the information you provided, the system is looking for available budget in 2019. You can verify it by checking the details of AVC error message, as it gives you the budgetary year. If what you say is correct and the update profile is set to check the budget upon delivery date, then indeed the availability check should be triggered in 2020.

You mention something about PR. Do you create your PO out of PR? Did you carry-forward PR commitment, then?
