System encountered activation error during company code creation.
Error: " Error in external tax system: AV_NO_ADDRESS_FOUND "
The External Tax System Configuration Check app displays the following messages:
Tax rates are not set to 100% (FTXP)
Disclaimer calculation and reporting failed
Configure Mass Update Tax Jurisdiction Code Service Incomplete

Please check first whether there are any issues in the external tax system. ( Use the "External Tax System Configuration Check" App to get more details.)
One reason of this error could be if the tax jurisdiction code assigned to the new company code is 770000000 which is incorrect because the External Tax solution is active.
During activation the system is expecting a valid jurisdiction code from the tax partner, not the dummy value of 7700000000.
To resolve, company code address needs to be updated with a valid jurisdiction code. This can be changed in Manage Your Solution.
Please note if during company code creation the combination of time zone and state code is not correct, than with this incorrect address information the jurisdiction code cannot be retrieved from external tax system.
In this case, please correct the address info (time zone and state code) and then reactivate the solution.
