As you raised the question in GRC Access Control area, I can talk from GRC Access Control perspective but not from SAP Business One.
In GRC Access Control, customer can use to provision/create user to ECC system and other system without logging into ECC system. In case, you need more info. further, I would highly suggest you to review the GRC Access Control Administrator Guide
