Transform government services in the digital era

Government agencies in the public sector industry face more than ever the demand from citizens to react and interact in realtime based on customer inquiries.

In response, public organisations have put strategic priority on data and business intelligence.

Public organisations who are thinking in innovation horizons invest more than ever in their intelligent enterprise.

By leveraging data to make better policy decisions, they can win the trust of their citizens and thus gain access to more and better data to improve policy decisions.

Optimize experiences with intelligent technologies

One such core processes for simplification is value added tax (VAT). Agencies in the European Union have already started on this transformational journey.

The VAT, in the European Union is a general consumption based tax assessed on the value added to goods and services.

Government tax agencies are automating the process to evaluate and risk rate the VAT declaration.

In the past, due to the high volume of posting of VAT declarations, tax agencies could only risk rate VAT declaration once or twice per year. With a fully automated end-to-end process approach the VAT assessment, risk rating, payment and payment correction can now be fully automated. SAP Business Integrity Screening (BIS) provides a flexible SAP HANA based framework, which allows tax agencies to define formalized detection patterns which run continuously against all VAT declarations. Each business partner who is submitting a VAT declaration is automatically being assessed. A risk rating with predefined algorithm defines the risk rating of a particular business partner. This risk rating may change over time and is being updated continuously. Any payment which is lower than the expected risk rate can now automatically be processed by the system.

On the one hand, the automation of VAT declaration will reduce business costs at the bottom line due to less manual assessment. On the other hand, the automation of VAT declaration will further expand a digital footprint of the tax agency and the entire public sector industry. It will also help to enhance the digital experience of citizens and help to foster trust of citizens in government agencies. Ultimately services can build up upon the data that has been build by this first use cases.
