Regulatory Changes  
As part of the "Fiscalization 2.0" project and starting January 2026, the Croatian government is introducing B2B e-invoicing, e-reporting and fiscalization requirements. 

  • B2B/B2G e-invoicing: all businesses with VAT registration in Croatia need to send electronic invoices in the required format through an approved service provider.
  • Fiscalization: 
    • B2B/B2G invoices: issuer and receiver of e-invoices need to send the fiscal data of the invoice to authorities (digitally signed XML). 
    • B2C invoices: issuer of the e-invoice needs to send fiscal to authorities irrespective of payment method (currently required only for cash payments). 
  • E-reporting: in addition to invoicing data (fiscalization), the following reporting requirements need to be fulfilled: 
    • List of collected invoices (payment received), during reporting period (month) for invoice issuer. 
    • List of outbound deliveries for which e-invoice could not be delivered, during reporting period (month) for invoice issuer. 
    • List of rejected invoices, during reporting period (month) for invoice recipient. 

Planned SAP Solution 
SAP plans to support businesses in meeting these new requirements leveraging SAP Document and Reporting Compliance.This cloud-based solution offers end-to-end compliance for more than 55 countries, natively embedded into the ERP, without the need for data replication and reconciliation.
