when a user receives an e-mail to validate a purchase order, he receives the shortcut to approve the order, but unfortunately the shortcut does not work

Normally the URL is taken from the SMICM settings.. Go to SMICM --> Go-To --> parameters --> display. Check parameter icm/host_name_full (for host name) and icm/server_port for the port. If that is not solving your case, you have to debug the program which is sending the mail.
