Withholding tax in I_WITHHOLDINGTAXITEM not the same in Display Line Items in General Ledger

There is  a discrepancy in withholding tax between the app Display Line Items in General Ledger (App ID F2217) and CDS View (Withholding Tax Amount in Local Currency) I_WITHHOLDINGTAXITEM 

Upon review, there is a mismatch between the expected credit balance in the GL and the displayed debit balance in the report.
