Why are some of Liability account belongs to balance sheet is created without selecting option open item management?

I fully agree with the comment from sanil0309, but would like to add the following: if the liability account is not managed as a reconciliation GL account (i.e. is not used in the vendor / customer master data), you are free to define it with or without open items management. OIM is a recommended, but not a required approach. Eventually, during the design of chart of the accounts, the business is making a decision whether or not they need OIM for specific GL accounts.

You already get the details of open items on the subledger account, so it is not required to have recon accounts as open item managed.
