why one is correct and another is incorrect after run KSV5

the segment 01 and 15 are same rule, why one is correct and another is incorrect after run KSV5?

we have a cycle A1 for 2 cost centers will be distributed to another cost center via actual amount (actual parentage 100%) as below:

After test run, the distribution results for the first one sender cost center is correct(1 entry), and the second one sender cost center ( 2 entries) is duplicate.

Hi ,

please check the your distribution cycle a1 when creating cycle is there any mistake happen, or share details .
