Why is an info recorded needed to set up a source list where the vendor is an internal plant?

In ECC we do not have to set up an info record in order to create the source list where the vendor/plant is an internal source (another plant).  In S4 HANA we have been told we now have to create info records for all the internal source lists.  Why?  What purpose does the info record serve in this situation?
