Why can I not reschedule a planned order sooner in Graphical Planning?

Our 10 Work centers all share a single pooled labor capacity of 16 operators. Planned orders require 1, 3 or 4 operators (as specified in the routing operation detail).

During initial dispatching in CM21 it works perfectly; the system dispatches to use both labor and machine capacity optimally. But I cannot reschedule (drag and drop) a planned order sooner when both labor and machine capacity clearly exist.

In the screen shot above you can see that on 20.07.2021 there are 3 concurrent orders scheduled. On 21.07.2021 there is only 1 order scheduled. I should be able to select the order for the Accuprobe and drag it to the left to run on either 21.07.2021 or even 20.07.2021 since sufficient operators are available. (The Accuprobe requires only 1 operator). When I try to drag and drop the order to the left it does not move. The error message is CY724 Order 0009568854 operation 0010 begins in the past. This is obviously an incorrect message because this order is significantly to the right of the “now line” (today is 08.07.2021).

Here is the strategy profile:

SAP Note 662879 looked promising but it is already implemented in our system. We are running EHP8 FOR SAP ERP 6.0.

Any ideas?

We found the solution so I thought I would update this in case it helps someone in the future.

We updated the Work Centers' Scheduling tab from being scheduled by Labor capacity to being scheduled by Machine capacity. The screen shot below shows the final Work Center setup.

Once we made this change, we re-ran MRP with Planning mode 2 to reschedule planned orders against the changed work centers and then we were able to drag and drop planned orders sooner in the Graphical Planning table.

Whew! I love when things finally work!

It would be great to have the same kind of responsive behavior from all users.
