Why Batch characteristics are excluded from the quality certificate. xml data

I'm carrying out a sales inspection. After the outbound delivery is finished, I create an invoice. Afterward, I decide to modify the outbound delivery mode. I attempt to create a quality certificate XML file, but it does not have the characteristic value that I need.

My understanding is that only characteristics maintained in the Certificate Profile are included in output type 

QUALITY_CERTIFICATE
