While deleting the PO line item, Output status is in "to be output"

Here the issue they are facing is, while creating a PO and during saving the PO the output (BRF+) is getting completed. Then while making any changes (for eg: quantity change), the output is getting completed while saving. But when they try to delete the PO line item and save it, the output is in the "To be output" status.
