If you are speaking about BTP ABAP Environment, then you have to choose from those regions:
So, it seems that the closes free tier is in AWS Brazil (Sao Paulo). But dont forget to take into account if you are planning to use more free tier services, that you have to find "conjuction region" - the region, which can offer all of those services in free tier. And for that purpose it is usually best to choose regions like EU10 or US10, US11
