Warehouse GR Qty. in Storage unit type

Dear SAP expert,

I would like ask a question about warehouse storage unit type Qty. in material master. Below is my master data. 100 PC for big box BO1, 50 PC for medium box BO2, 5 PC for small box BO3.

1, But no matter whatever GR qty in MIGO, if Qty. is less than 50, it always use BO2 even less than 5. as below:

Following transfer order is created with BO2 also.

anybody can tell me root cause?

Sometimes it could be changed, but sometimes it is kept from master data even it is changed via MIGO.
