Hi Jimit,
As Kiran rightly suggested the difference between T codes.
I will eloborate on Sales Deal :--
A sales deal defines a marketing deal for a certain product. Depending on the setting, it can be allocated to a higher-level promotion. Special condition records can be allocated to a sales deal. If relevant, the records also contain the number of the promotion allocated to the sales deal
A promotion is a marketing plan for a certain product line (for example, during the market launch).
A promotion can be made up of several sales deals.

Dear Friend,
VK11 is for creating condition records, which will trigger in pricing procedure of sales order.
VB21 for Creating sales deals condition records.
Once you create a sales deal, you can then use it as the basis for one or
more promotions. As promotions usually have short life spans, you can keep
using the one sales deals over and over again in different promotions.
When the customer orders the product on promotion, they will get the
special pricing and terms that exist in the sales deal
