What conditions is the 'withdraw' button activated in Verify General Journal Entries?

We use S/4 HANA CLOUD PUBLIC.

I want to withdraw what submitted to journal.

I know that can withdraw in condition about Journal Entries Status 'Submitted'.

I could withdraw to only one about the top of submitted journal.

But, Another submitted journal can't.

I didn't know about how can.

For withdrawn, the journal entry has been taken back by the requester before it is verified. It happens when the requester wants to edit the journal entry and resubmit it for verification.
