How to make users available in People picker of Manage workflow application?

1. Only users that have a manager role assigned will be displayed as possible approvers of a workflow in the manage workflow Apps. For example, to get the approvers in the people picker for 'Manage workflows for Purchase order' application then the approver should have the roles "Manager (SAP_BR_MANAGER)" , "Purchasing Manager (SAP_BR_PURCHASING_MANAGER)" assigned to the profile.  
2. Create a valid work agreement for the worker and maintain supervisor/manager details through the app "Manage Workforce" for the corresponding work agreement.
