User cant display the output of a PO in ME23N

Dear Team.

The user has access to display a purchase order yet when they go to app display purchase order (ME23N) and select the PO messages TAB if they try to display the output they get error ( You are not authorized to perform this action.)

If the user is authorised to display a PO why is it then not possible to view the output of that PO ?

Please refer to the KBA 2898004 - Purchase Order Output authorisation error .
To be able to work with Purchase Order output, a user needs business Catalog
SAP_MM_BC_PO_WIAPPROVE_PC or SAP_MM_BC_PO_MANAGE_PC in their role.
