Does SAP charge a subscription for "Locked" SAP Business Users in Application and User Management?

Dear Customer,

Thank you for your query regarding the consumption of licenses / charging of locked business users.

When a business user is locked in a Productive System, they no longer be considered in the Billing Cycle - this is reserved for Active Users only.
