Trying to update contact information but say record exist

Is there a reason why I am getting this error? My file is this ocpr-contactemployees1.txt

Dear jbrotto,

Please try uploading using both the header-OCRD and row-OCPR templates.

For the header, you need to fill up only the cardcode.

For the row, you can use the current template, also recheck the linenum with one record.
