Transport from onpremise sap systems to RISE with SAP

Hi experts, In a green field scenario, if we want to bring in customizations and add-on programs from on-premise to RISE with SAP, what would be the best way to do it?

1. can we do client export on-premise and import to S/4HANA cloud,private edition?
2. Can we get the transfer request on-premise and import it into S/4HANA cloud,private edition?
3. If there is a version difference between on-premise (2021) and S/4HANA cloud,private edition (2023), is it acceptable to import the transfer in unconditional mode?
