Hey you will get good answer under project management heading but still

In SAP we use the terminology .

As Is -- For Existing Scenarios

To Be - for what we will change after doing Business Process Re Engineering and after using Standard Operating Practice for the business.

To Be Interim- Can be interpret as an intermediate stage and approach which will be used from As Is to To be process .

Please refer documentation under project management and SAP implementation methdology of Various SAP sites.
