Timesheet : Create Task option not available

I would like to create task with WBS in app "Manage My Timesheet'.

The employee was assigned with Cost Center in work agreement. However, still not able to see the option 'create task' in Manage My Timesheet.

May I know what configuration is missing?

the unstaffed project checked box is ticked now. May I know if this "Entry Profile" will need to be assigned at where?

Currently I still cannot see the create task option in timesheet.
