Telephone or mobile details optional during employee creation in Manage Workforce App

During employee creation  in Manage Workforce app, telephone details and Mobile details both are optional.

Is it possible to make any one of them mandatory during employee creation ?

There is an SCCUI 103515  for validating Email address field as optional or mandatory.

But Telephone number or mobile number is always optional.
