The TECO option is not enabled in the PM order(IW32).
Please guide me, there is a setting issue/procedure issue?

Is it possible that your user status is set up to prevent you from TECOing the order? I've never seen where the button is not even active ...
Permissions, an enhancement or both can prevent you from doing this

Try to check your access, by entering SU53 and see if there is any missing authorisation.
Meanwhile, there should be an icon in the status bar, do you have the TECO icon, if not, it can be an enhancement to stop TECO.
Check in system status whether BLTC is active ?
