Unable to release production order,
System status is WCRE is active.
Go to BS22 transaction for "I0270 - WCRE Work center until release" double click and for release operation make it to no influence or set it to warning then you can release the production order.

Check the usage of Work Center, it should be 001 or 009

WCRE - Indicates Workcenter Until Release.
Please check the status of you work center
Go to CR03 transaction, In the Basic Data view check click on Admin Data to view the status if it is in Locked Status.
