System not creating creating business partner by automatically from PA40 transaction

Steps I followed

1. Create employee master via PA40.

2. Executed report " /SHCM/RH_SYNC_BUPA_EMPL_SINGLE " for Employee to Business Partner synchronization.

****BP NOT CREATED*****

3. Checked application log <SLG1> and found following error <Required entry field Trading Partner No. is not filled: field VBUND in table BP001>

We are having the exact same error when using the S/4 Migration Cockpit to create/extend (intercompany) customers that have Trading partner initialize.  We also manually attached customer and vendor roles and confirmed that BP001-VBUND, LFA1-VBUND, KNA1-VBUND were all initialized. Required entry field Trading Partner No. is not filled: field VBUND in table BP001 Entering OSS note S4CORE 105
