System is not giving error when i am creating process order with Master Recipe status Created

Hi Gurus,

I have created a zprogram where a user only can able to create a Master Recipe with create status. My target is system should not allow the creation of a Process order using a Recipe with the status Create. But my System currently allows me to create process orders and to make confirmations.

I try a lot but was not able to resolve the issue. Please guide me so the system should not create or give errors during order Creation/Release/Confirmation with Master Recipe status as create
