You can customize storage type search strategy depending on special stock e.g. vendor consignment stock:

However that will not prevent manual placements. The check those and actually prevent manual placements of vendor consignment stock to certain storage types, you'd need to implement the enhancement MWMTO003, exit EXIT_SAPLL03A_002.
