Stock Determination with WM-PP Integration is not working

Hello Team,

We have a Manufacturing Plant and an External Warehouse very close to the Plant. We have created one Plant and two Storage locations(1 S.Loc to represent the Plant & 1 S.Loc to represent the External Warehouse). Both these Storage locations are assigned to 1 Warehouse.

Plant: 1000

S.Loc: 0001

S.Loc: 0002

WH: 100

In our scenario S.Loc 0001 acts as the Production Issue Location. We have PSA's created for Storage location 0001. During the Production Staging process we want to stage materials from S.Loc 0001, if there is no adequate stock then stock should be staged from S.Loc 0002 to the PSA Bins in SAP WM. We have configured stock determination to consider stock in S.Loc 0001 & in S.Loc 0002.

During the production Staging process and system creates Transfer Requirements with the Storage location as 0001(PSA S.Loc). When TR is converted to TO, stock determination gets triggered, but it does not considers the stock in S.Loc 0002. It always looks for the stock in S.Loc 0001(based on TR) and fails in TO creation.

Please advice if this scenario can be setup via configuration in SAP-WM. Is there any way to stage materials between two Storage locations linked to same Warehouse number ?
