If there are blocked WM* queues in SMQ1, this may also prevent the automatic TO creation and these queues need to be cleared (either by deleting or re-executing). If a queue is stuck for a particular User (e.g. MW_KANBAN_USERNAME), then this queue would need to be cleared to allow that User to continue processing auto TOs."
