here you go:

1. When creating a single cycle plan is there an option to pick a strategy?: No, it is not possible. You have to create a strategy plan. 

2. Is difference between a single Cycle plan and a Quality plan?: Quality plan is used to trigger tasks which are used to inspect a material while GR, GI and various goods movements. On the other hand Single cycle plan is used to do time based or performance based maintenance of equipment. Quality plan is not created for equipment. 

3. What is single cycle plan mostly used for? Single cycle plan is used for time based or performance based maintenance. For ex: Monthly maintenance of a motor, maintenance after 10000 km od distance travelled by a vehicle or 5000 hr of running hours.
