Hi
Shipping condition in sales order is derived from the sales doc, if not available then from sold to party.
But while changing only ship to party in VA02, how shipping point is getting redetermined when it has the combination of shipping condition(sold to party) + Loading Group+Delivery Plant?

Rajesh, system will always pick the defaulted shipping conditions from CMR of sold-to party however if it'll be maintained for your sales document type then it will have priority on CMR which is the standard behavior. Now coming to the point like you said that on changing ship-to party system is redetermining shipping point based on ship-to party then in standard shipping point determination will be based on values on the following values as
1. Shipping condition - from ship to party
2. Loading group - from material master
2. Plant - from sales document line item i.e. delivering plant

Delivery plant is determined in this sequence:
1. Get from customer material info record (VD53)
2. Get from customer master record (XD03)
3. Get from material master record (MM03)

When you change SH at sale order level, please check whether Plant is also getting change?
If plant is getting changed with change of SH, obviously your Shipping Point Determination will change accordingly, as per your settings maintained in OVL2.
Since Plant get determined based on CMIR- CMR- MMR.
May your plant is getting determined based on CMR ( Ship to)
