Dear Experts,
When generating serial numbers using the newly created serial number in the production order, I encounter an error stating that the serial number is already locked by a user. However, upon checking in SM12, there are no lock entries for any user.
Regardless of the quantity of serials being generated, the system continues to display this error. Could you please advise on how to resolve this issue?

It's hard to tell without access to your system. There is a couple of notes related to IS140 "Serial number &1 is already locked by user &2" message:

Most likely it is an issue due to CO02 and serial # creation being called together. Are trying to create a serial # Automatically?
You have two options here
1. Replicate the scenario in QA and Create an SAP Case with high priority to look into the CO02 issue on locking issue on serial # -also explore below SAP KBA/Notes below depending upon your SAP version
2815499 - Serial number <blank> is already locked by user (IS140) - SAP for Me
3420292 - Serial Number already locked by another user - SAP for Me
This one looks more promising if you trying to create serial # that more than 1000 in one go from your order
2nd Option -- if you have serial numbers that say less than 20 and until you find a solution -- use IQ04 to create the serials and then update them CO02.
