Request clarification before answering.
Obviously the status of one of the serial numbers prevent the goods issue posting. You need to check the statuses of the serial numbers that you have assigned to the outbound delivery.

Go to IQ03 (serial number display) transaction and put your serial number on the initial screen:

Press the button with "I" icon, indicated above in red. That will get you to the serial number status screen:

"Business processes" tab shows which business processes are allow or prevented by the current status. You'll find "goods issue" process there:

There you can select one of the processes and choose "Transaction Analysis" push button at the bottom of the screen. That will show you which statuses influence the selected business process.
