Secondary cost elements for Internal Project Settlements

Although we can utilize secondary cost elements in settlement rules for internal orders in GUI, why aren't we able to use them in Public Cloud when we try to assign a secondary cost element in a settlement rule row? Is there a specific reason or am i missing something?

It should be the same in OP.

You could choose to use category 22 cost element.
